A bill for an act
relating to natural resources; appropriating money for a pilot program on water
quality enhancement.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; WATER QUALITY ENHANCEMENT CITIZEN
PARTICIPATION PILOT PROGRAM.

new text begin $100,000 in fiscal year 2010 and $100,000 in fiscal year 2011 are appropriated from
the clean water fund to the Pollution Control Agency for grants to the Star Lake Board
established under Minnesota Statutes, section 103B.702. The pilot program shall focus
on engaging citizen participation and fostering local partnerships by increasing citizen
involvement in water quality enhancement by designating star lakes and rivers. The Star
Lake Board may spend grant money received under this section only as provided in a work
program approved by the commissioner of the Pollution Control Agency. The board shall
include information on the results of the pilot program in its next biennial report under
Minnesota Statutes, section 103B.702. This is a onetime appropriation.
