  1.1                          A bill for an act 
  1.2             relating to education; authorizing a task force to 
  1.3             study the delivery and funding of special education. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TASK FORCE ON SPECIAL EDUCATION DELIVERY AND 
  1.6   FUNDING.] 
  1.7      Subdivision 1.  [ESTABLISHMENT; PURPOSE.] A task force on 
  1.8   the delivery and funding of special education services is 
  1.9   established to compare and evaluate the cost-effectiveness, 
  1.10  efficiency, and restrictiveness of the school environment for 
  1.11  providing special education services to kindergarten through 
  1.12  grade 12 students in public, nonpublic, and charter schools. 
  1.13     Subd. 2.  [MEMBERS.] The governor shall appoint the members 
  1.14  of the task force from each of the following: 
  1.15     (1) two members from the division of special education in 
  1.16  the Department of Education; 
  1.17     (2) three special education teachers or administrators with 
  1.18  one member from each of a public, nonpublic, and charter school; 
  1.19     (3) two members with one from each of two special education 
  1.20  advocacy organizations; and 
  1.21     (4) three parents of children receiving special education 
  1.22  services with one member from each of a public, nonpublic, and 
  1.23  charter school. 
  1.24  The task force may select additional members to work on the task 
  2.1   force.  The commissioner of education shall provide necessary 
  2.2   materials and assistance. 
  2.3      Subd. 3.  [REPORT.] The task force shall submit a report by 
  2.4   January 15, 2005, to the house of representatives and senate 
  2.5   committees having jurisdiction over education on the 
  2.6   cost-effectiveness, efficiency, and least restrictive school 
  2.7   environment for providing special education services. 
  2.8      Subd. 4.  [EXPIRATION.] This section expires January 31, 
  2.9   2005. 
  2.10     [EFFECTIVE DATE.] This section is effective the day 
  2.11  following final enactment.
