  1.1                          A bill for an act 
  1.2             relating to natural resources; providing a public 
  1.3             waters work permit exemption for the Mississippi 
  1.4             whitewater trail; appropriating money and authorizing 
  1.5             bonds for the construction of a whitewater course on 
  1.6             the Mississippi river. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [WHITEWATER COURSE APPROPRIATION.] 
  1.9      (a) $7,000,000 is appropriated from the bond proceeds fund 
  1.10  to the commissioner of natural resources for the construction of 
  1.11  a whitewater course on the Mississippi river in Minneapolis at 
  1.12  the lower St. Anthony falls.  The commissioner must work with 
  1.13  the Minneapolis park and recreation board, the University of 
  1.14  Minnesota, the United States Army Corps of Engineers, and 
  1.15  interested citizen groups to complete this project. 
  1.16     (b) This appropriation is subject to the restrictions in 
  1.17  Laws 1998, chapter 401, section 4, that concern the proposed 
  1.18  development of an urban whitewater trail along the Mississippi 
  1.19  river. 
  1.20     Sec. 2.  [BOND SALE.] 
  1.21     To provide the money appropriated in section 1 from the 
  1.22  bond proceeds fund, the commissioner of finance, on request of 
  1.23  the governor, shall sell and issue bonds of the state in an 
  1.24  amount up to $7,000,000 in the manner, upon the terms, and with 
  1.25  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.26  16A.675, and by the Minnesota Constitution, article XI, sections 
  2.1   4 to 7. 
  2.2      Sec. 3.  [PUBLIC WATERS WORK PERMIT EXEMPTION.] 
  2.3      Notwithstanding Minnesota Statutes, section 103G.245, a 
  2.4   public waters work permit is not required for the construction 
  2.5   of a whitewater course at the location of the whitewater trail 
  2.6   described in Minnesota Statutes, section 85.0156.
