  1.1                          A bill for an act 
  1.2             proposing an amendment to the Minnesota Constitution, 
  1.3             article IX, section 1; easing the vote requirement for 
  1.4             amending the constitution. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.7      An amendment to the Minnesota Constitution, article IX, 
  1.8   section 1, is proposed to the people.  If the amendment is 
  1.9   adopted, the section will read as follows: 
  1.10     Section 1.  A majority of the members elected to each house 
  1.11  of the legislature may propose amendments to this constitution.  
  1.12  Proposed amendments shall be published with the laws passed at 
  1.13  the same session and submitted to the people for their approval 
  1.14  or rejection at a general election.  If a majority of all the 
  1.15  electors voting at the election on the question vote to ratify 
  1.16  an amendment, it becomes a part of this constitution.  If two or 
  1.17  more amendments are submitted at the same time, voters shall 
  1.18  vote for or against each separately. 
  1.19     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.20     The proposed amendment must be submitted to the people at 
  1.21  the 1996 general election.  The question submitted shall be: 
  1.22     "Shall the Minnesota Constitution be amended to ease the 
  1.23  voting requirement for amending the constitution? 
  1.24                                     Yes .......
  1.25                                     No ........"
