  1.1                          A bill for an act 
  1.2             relating to motor vehicles; establishing dealer 
  1.3             licensing and motor vehicle registration enforcement 
  1.4             task force. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [DEALER LICENSING AND MOTOR VEHICLE 
  1.7   REGISTRATION ENFORCEMENT TASK FORCE.] 
  1.8      Subdivision 1.  [ESTABLISHED IN DEPARTMENT OF PUBLIC 
  1.9   SAFETY.] The dealer licensing and motor vehicle registration 
  1.10  enforcement task force is established in the department of 
  1.11  public safety.  In consultation with the chief of the state 
  1.12  patrol, the commissioner of public safety shall designate four 
  1.13  members of the patrol to carry out the investigatory and 
  1.14  reporting responsibilities of the task force.  The commissioner 
  1.15  shall provide the task force with necessary staff and equipment 
  1.16  support.  
  1.17     Subd. 2.  [INVESTIGATIONS.] The task force shall 
  1.18  investigate activity by persons engaged in the sale and 
  1.19  registration of motor vehicles in violation of Minnesota law, 
  1.20  specifically Minnesota Statutes, sections 168.27, subdivision 
  1.21  7a; 168.27, subdivision 8, paragraph (2); 168A.30; 297B.035, 
  1.22  subdivision 3; and 325F.664 to 325F.6643.  The task force shall 
  1.23  also investigate the extent to which persons may be evading 
  1.24  Minnesota motor vehicle registration requirements by registering 
  1.25  vehicles in another state when in fact the vehicles are 
  2.1   domiciled in Minnesota. 
  2.2      Subd. 3.  [EXPENSES; EXPIRATION.] The task force expires 
  2.3   April 1, 1999, and is otherwise governed under Minnesota 
  2.4   Statutes, section 15.059, subdivision 6. 
  2.5      Subd. 4.  [REPORT TO LEGISLATURE.] The task force shall 
  2.6   report to the 1999 legislature its findings and recommendations 
  2.7   resulting from its investigations under subdivision 2. 
  2.8      Sec. 2.  [EFFECTIVE DATE.] 
  2.9      Section 1 is effective the day following final enactment.
