  1.1                          A bill for an act 
  1.2             relating to economic development; appropriating money 
  1.3             to the commissioner of trade and economic development 
  1.4             for expenditure as a grant to the Morrison county 
  1.5             rural development finance authority; specifying 
  1.6             purposes of the grant. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [COMMISSIONER OF TRADE AND ECONOMIC 
  1.9   DEVELOPMENT; CAPITAL IMPROVEMENT GRANT.] 
  1.10     Subdivision 1.  [APPROPRIATION.] $900,000 is appropriated 
  1.11  from the general fund to the commissioner of trade and economic 
  1.12  development for fiscal year 1997.  The commissioner shall spend 
  1.13  this appropriation as a grant to the Morrison county rural 
  1.14  development finance authority established under Laws 1982, 
  1.15  chapter 437. 
  1.16     Subd. 2.  [USE OF GRANT.] The authority shall use the grant 
  1.17  only for capital improvements to a paper and wood products 
  1.18  manufacturer in the county primarily for the purposes of 
  1.19  facility upgrading and expansion of the manufacturer's 
  1.20  capability to utilize recycled wastepaper as a fiber source.  
  1.21  Minnesota Statutes, section 116J.991, applies to the grant. 
  1.22     Subd. 3.  [DETERMINATION.] The commissioner shall make the 
  1.23  grant authorized under subdivision 1 only if the commissioner 
  1.24  determines that the grant will be matched by at least $500,000 
  1.25  from other sources. 
  1.26     Subd. 4.  (IN ADDITION TO OTHER APPROPRIATIONS.] The 
  2.1   appropriation in subdivision 1 is in addition to any 
  2.2   appropriation to the commissioner for fiscal year 1997 in any 
  2.3   other law. 
  2.4      Sec. 2.  (EFFECTIVE DATE.] 
  2.5      Section 1 is effective July 1, 1997.
