A bill for an act
relating to human services; requiring the commissioner of human services to
identify, seek to recover, and report on certain administrative costs for transferred
human services programs; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin INSTRUCTIONS TO THE COMMISSIONER.

new text begin (a) The commissioner of human services shall identify all administrative costs
attributable to human services programs within the scope of the transfer of services from
Becker, Mahnomen, and Clearwater Counties to the White Earth Band of Ojibwe Indians.

new text begin (b) The commissioner must seek to recover any administrative costs improperly
paid to Becker, Mahnomen, and Clearwater Counties after human services program
responsibilities were transferred to the White Earth Band of Ojibwe Indians.

new text begin (c) No later than January 5, 2015, the commissioner shall issue a report identifying
the amount of administrative costs identified in paragraph (a) and efforts to recover
improper payments from the counties to the chairs and ranking minority members of
the committees in the house of representatives and senate with jurisdiction over human
services policy and finance.

Sec. 2. new text begin APPROPRIATION.

new text begin $750,000 in fiscal year 2015 is appropriated from the general fund to the
commissioner of human services for a grant to White Earth Financial Services to offset
costs due to the transfer of human services program responsibilities from Becker,
Mahnomen, and Clearwater Counties to the White Earth Band of Ojibwe Indians. This is
a onetime appropriation.
