  1.1                          A bill for an act 
  1.2             relating to housing; authorizing issuance of state 
  1.3             bonds; appropriating money for matching grants to the 
  1.4             Dakota county housing opportunity enhancement fund and 
  1.5             for supportive housing. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [MATCHING GRANT TO DAKOTA COUNTY HOUSING 
  1.8   OPPORTUNITIES FUND; APPROPRIATION.] 
  1.9      $4,000,000 is appropriated from the bond proceeds fund to 
  1.10  the commissioner of the housing finance agency for a grant to 
  1.11  Dakota county as a matching grant for funds appropriated by 
  1.12  Dakota county to the housing opportunities enhancement (HOPE) 
  1.13  fund.  The appropriation is available as a $2 matching grant for 
  1.14  each $1 up to $2,000,000 appropriated by Dakota county to the 
  1.15  housing opportunities fund in calendar years 2002 and 2003. 
  1.16     Sec. 2.  [SUPPORTIVE HOUSING; APPROPRIATION.] 
  1.17     $5,000,000 is appropriated from the bond proceeds fund to 
  1.18  the commissioner of the housing finance agency for transfer to 
  1.19  the housing development fund local government unit housing 
  1.20  account for a loan for permanent rental housing under Minnesota 
  1.21  Statutes, section 462A.202, subdivision 3a, to the Dakota county 
  1.22  community development agency to construct a senior assisted 
  1.23  living facility in Dakota county. 
  1.24     Sec. 3.  [BOND SALE.] 
  1.25     To provide the money appropriated in this act from the bond 
  2.1   proceeds fund, the commissioner of finance shall sell and issue 
  2.2   bonds of the state in an amount up to $9,000,000 in the manner, 
  2.3   upon the terms, and with the effect prescribed by Minnesota 
  2.4   Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.5   Constitution, article XI, sections 4 to 7. 
  2.6      Sec. 4.  [EFFECTIVE DATE.] 
  2.7      Sections 1 to 3 are effective the day following final 
  2.8   enactment.
