  1.1                          A bill for an act
  1.2             relating to capital improvements; appropriating money 
  1.3             for a grant to the Western Lake Superior sanitary 
  1.4             district for extension of a sewer interceptor to serve 
  1.5             certain unsewered areas of St. Louis county; 
  1.6             authorizing the sale of state bonds. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; HERMANTOWN SEWER INTERCEPTOR.] 
  1.9      (a) $6,500,000 is appropriated from the bond proceeds fund 
  1.10  to the commissioner of the pollution control agency for a grant 
  1.11  to the Western Lake Superior sanitary district.  The grant must 
  1.12  be used for the design, acquisition, and construction of a sewer 
  1.13  interceptor to connect the city of Hermantown and the township 
  1.14  of Canosia to the Western Lake Superior sanitary district sewage 
  1.15  collection and treatment system. 
  1.16     (b) To provide the money appropriated by this act from the 
  1.17  bond proceeds fund, the commissioner of finance, on request of 
  1.18  the governor, shall sell and issue bonds of the state in an 
  1.19  amount up to $6,500,000 in the manner, on the terms, and with 
  1.20  the effect prescribed by Minnesota Statutes, sections 16A.631 to 
  1.21  16A.675, and by the Minnesota Constitution, article XI, sections 
  1.22  4 to 7.
