  1.1                          A bill for an act 
  1.2             relating to county government; providing for 
  1.3             client-directed support programs; amending Minnesota 
  1.4             Statutes 2000, section 375.18, by adding a subdivision.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2000, section 375.18, is 
  1.7   amended by adding a subdivision to read: 
  1.8      Subd. 1c.  [CLIENT-DIRECTED SUPPORT PROGRAM.] 
  1.9   Notwithstanding any law to the contrary, a county board, at its 
  1.10  discretion, and upon approval by the department of human 
  1.11  services, may implement a client-directed support program that 
  1.12  authorizes responsible parties for county human services and 
  1.13  public health clients to expend public funds for the benefit of 
  1.14  the clients without complying with subdivision 1b or section 
  1.15  384.13, 471.38 or 471.391.  County boards opting to implement 
  1.16  the program according to this subdivision must have internal 
  1.17  accounting and administrative control procedures to ensure 
  1.18  proper disbursement of public funds.  The procedures must 
  1.19  include county-owned demand deposit accounts and periodic review 
  1.20  of the program by the county board. 
  1.21     Sec. 2.  [EFFECTIVE DATE.] 
  1.22     Section 1 is effective the day following final enactment.
