  1.2             relating to education; creating an ongoing funding 
  1.3             program for technology; making permanent the first 
  1.4             grade preparedness program; authorizing additional 
  1.5             compensatory revenue for summer school activities; 
  1.6             amending Minnesota Statutes 1996, sections 124.17, by 
  1.7             adding a subdivision; and 124A.22, by adding a 
  1.8             subdivision; Minnesota Statutes 1997 Supplement, 
  1.9             section 124A.22, subdivisions 1 and 3a; repealing 
  1.10            Minnesota Statutes 1996, section 124.2613, subdivision 
  1.11            8. 
  1.12  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.13     Section 1.  Minnesota Statutes 1996, section 124.17, is 
  1.14  amended by adding a subdivision to read: 
  1.15     Subd. 5a.  [BASIC SKILLS SUMMER SCHOOL PUPIL UNITS.] (a) 
  1.16  When a pupil who has not passed an assessment of basic 
  1.17  graduation standards in reading, writing, or mathematics is 
  1.18  enrolled in a mastery of basic skills summer school program that 
  1.19  is not a part of the regular school term and the student has a 
  1.20  total enrollment time of more than 1,020 hours in a school year, 
  1.21  the pupil may be counted as more than one pupil in average daily 
  1.22  membership for purposes of this subdivision only.  The amount in 
  1.23  excess of one pupil must be determined by the ratio of the 
  1.24  number of hours of instruction provided to that pupil in excess 
  1.25  of 1,020 hours.  For each pupil, only the amount of summer 
  1.26  school enrollment time attributable to basic skills instruction 
  1.27  may be used to calculate the additional hours in the school 
  1.28  year.  Hours that occur after the close of the instructional 
  2.1   year in June shall be attributable to the following fiscal 
  2.2   year.  A pupil for whom payment is made under this subdivision 
  2.3   may be counted by a district only for the computation of basic 
  2.4   revenue, according to section 124A.22, subdivision 2. 
  2.5      (b)  For the purposes of this subdivision, "basic skills 
  2.6   instruction" means the basic requirements described in Minnesota 
  2.7   Rules, parts 3501.0040 and 3501.0230, on graduation standards 
  2.8   and includes reading, writing, and mathematics.  
  2.9      Sec. 2.  Minnesota Statutes 1997 Supplement, section 
  2.10  124A.22, subdivision 1, is amended to read: 
  2.11     Subdivision 1.  [GENERAL EDUCATION REVENUE.] (a) For fiscal 
  2.12  years 1997 and 1998, the general education revenue for each 
  2.13  district equals the sum of the district's basic revenue, 
  2.14  compensatory education revenue, secondary sparsity revenue, 
  2.15  elementary sparsity revenue, transportation sparsity revenue, 
  2.16  total operating capital revenue, transition revenue, and 
  2.17  supplemental revenue. 
  2.18     (b) For fiscal year 1999 and thereafter, the general 
  2.19  education revenue for each district equals the sum of the 
  2.20  district's basic revenue, basic skills revenue, training and 
  2.21  experience revenue, secondary sparsity revenue, elementary 
  2.22  sparsity revenue, transportation sparsity revenue, total 
  2.23  operating capital revenue, technology revenue, transition 
  2.24  revenue, and supplemental revenue. 
  2.25     Sec. 3.  Minnesota Statutes 1997 Supplement, section 
  2.26  124A.22, subdivision 3a, is amended to read: 
  2.27     Subd. 3a.  [BASIC SKILLS REVENUE.] For fiscal year 1999 and 
  2.28  thereafter, a school district's basic skills revenue equals the 
  2.29  sum of: 
  2.30     (1) compensatory revenue under subdivision 3; plus 
  2.31     (2) limited English proficiency revenue according to 
  2.32  section 124.273, subdivision 1g; plus 
  2.33     (3) $190 times the limited English proficiency pupil units 
  2.34  according to section 124.17, subdivision 7; plus 
  2.35     (4) the lesser of:  (i) $22.50 times the number of fund 
  2.36  balance pupil units in kindergarten to grade 8; or (ii) the 
  3.1   amount of district money provided to match basic skills revenue 
  3.2   for the purposes described in section 124A.28; plus 
  3.3      (5) basic skills summer school revenue according to section 
  3.4   1. 
  3.5      Sec. 4.  Minnesota Statutes 1996, section 124A.22, is 
  3.6   amended by adding a subdivision to read: 
  3.7      Subd. 14.  [TECHNOLOGY REVENUE.] Technology revenue for 
  3.8   each school district equals $24 per pupil unit.  Technology 
  3.9   revenue must be used according to section 124A.22, subdivision 
  3.10  11, clauses (15), (18), (19), (23), and (24). 
  3.11     Sec. 5.  [REPEALER.] 
  3.12     Minnesota Statutes, section 124.2613, subdivision 8, is 
  3.13  repealed. 
  3.14     Sec. 6.  [EFFECTIVE DATE.] 
  3.15     Sections 1 to 5 are effective July 1, 1998.
