  1.1                          A bill for an act
  1.2             relating to state bonding; repealing the authority to 
  1.3             issue bonds to fund the judgment in the Cambridge 
  1.4             State Bank case; amending Minnesota Statutes 1995 
  1.5             Supplement, sections 246.18, subdivision 4; and 
  1.6             349A.10, subdivision 5; repealing Minnesota Statutes 
  1.7             1995 Supplement, sections 16A.67; 16A.6701; and 
  1.8             246.18, subdivision 7. 
  1.9   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.10     Section 1.  Minnesota Statutes 1995 Supplement, section 
  1.11  246.18, subdivision 4, is amended to read: 
  1.12     Subd. 4.  [COLLECTIONS DEPOSITED IN THE GENERAL FUND.] 
  1.13  Except as provided in subdivisions 5, and 6, and 7, all receipts 
  1.14  from collection efforts for the regional treatment centers, 
  1.15  state nursing homes, and other state facilities as defined in 
  1.16  section 246.50, subdivision 3, must be deposited in the general 
  1.17  fund.  The commissioner shall ensure that the departmental 
  1.18  financial reporting systems and internal accounting procedures 
  1.19  comply with federal standards for reimbursement for program and 
  1.20  administrative expenditures and fulfill the purpose of this 
  1.21  paragraph. 
  1.22     Sec. 2.  Minnesota Statutes 1995 Supplement, section 
  1.23  349A.10, subdivision 5, is amended to read: 
  1.24     Subd. 5.  [DEPOSIT OF NET PROCEEDS.] Within 30 days after 
  1.25  the end of each month, the director shall deposit in the state 
  1.26  treasury the net proceeds of the lottery, which is the balance 
  1.27  in the lottery fund after transfers to the lottery prize fund 
  2.1   and credits to the lottery operations account.  Of the net 
  2.2   proceeds, 40 percent must be credited to the Minnesota 
  2.3   environment and natural resources trust fund, and the remainder 
  2.4   must be credited to the special revenue general fund created in 
  2.5   section 16A.67, subdivision 3.  Money credited to the special 
  2.6   revenue fund must be transferred to the debt service fund 
  2.7   established in section 16A.67, subdivision 4, at the times and 
  2.8   in the amounts determined by the commissioner of finance to be 
  2.9   necessary to provide for the payment and security of bonds 
  2.10  issued pursuant to section 16A.67.  On or before the tenth day 
  2.11  of each month, any money in the special revenue fund not 
  2.12  required to be transferred to the debt service fund must be 
  2.13  transferred to the general fund. 
  2.14     Sec. 3.  [REPEALER.] 
  2.15     Minnesota Statutes 1995 Supplement, sections 16A.67; 
  2.16  16A.6701; and 246.18, subdivision 7, are repealed. 
  2.17     Sec. 4.  [EFFECTIVE DATE.] 
  2.18     This act is effective the day following final enactment.
