  1.1                          A bill for an act 
  1.2             relating to veterans; proposing an amendment to the 
  1.3             Minnesota Constitution, article XIII, section 8, to 
  1.4             authorize general obligation bonding proceeds to be 
  1.5             used to pay a bonus to Minnesota residents who served 
  1.6             as members of the United States military during the 
  1.7             Global War on Terrorism. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.10     An amendment to the Minnesota Constitution, article XIII, 
  1.11  section 8, is proposed to the people.  If the amendment is 
  1.12  adopted, the section will read: 
  1.13     Sec. 8.  The state may pay an adjusted compensation to 
  1.14  persons who served in the armed forces of the United States 
  1.15  during the period of the Vietnam conflict or the Persian Gulf 
  1.16  War Global War on Terrorism.  Whenever authorized and in the 
  1.17  amounts and on the terms fixed by law, the state may expend 
  1.18  monies and pledge the public credit to provide money for the 
  1.19  purposes of this section.  The duration of the Vietnam conflict 
  1.20  and the Persian Gulf War Global War on Terrorism may be defined 
  1.21  by law. 
  1.22     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.23     The proposed amendment shall be submitted to the people at 
  1.24  the 2004 general election.  The question submitted shall be: 
  1.25     "Shall the Minnesota Constitution be amended to permit the 
  1.26  payment of bonuses to veterans of the Global War on Terrorism. 
  2.1                                      Yes .......
  2.2                                      No ........"
  2.3      Election procedures shall be as provided by law.
