  1.1                          A bill for an act 
  1.2             relating to education; allowing for student advisory 
  1.3             members on local school boards; evaluating the impact 
  1.4             of student involvement with local school boards; 
  1.5             amending Minnesota Statutes 2000, section 123B.09, by 
  1.6             adding a subdivision.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 123B.09, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 1b.  [STUDENT ADVISORY MEMBERS.] (a) A school board 
  1.11  may appoint one or more students to serve as advisory members to 
  1.12  the school board.  A board that elects to appoint student 
  1.13  advisory members must establish the criteria and process for 
  1.14  selecting the students and the student's responsibilities once 
  1.15  they are selected.  The term of a student appointed to the board 
  1.16  begins July 1 in any school year and ends June 30 in the next 
  1.17  school year.  A student advisory member who is appointed to the 
  1.18  board must attend school full time within the district.  A 
  1.19  student who is appointed to the board under this subdivision 
  1.20  shall not receive any compensation but shall be reimbursed for 
  1.21  any training-related expense the student incurs while serving as 
  1.22  a student advisor. 
  1.23     (b) A student advisory member may attend school board 
  1.24  meetings and study sessions, receive agenda materials, place 
  1.25  items on the agenda and discuss any agenda item, but the student 
  1.26  advisory member shall not vote. 
  2.1      (c) Student advisory members shall not participate in any 
  2.2   closed board meeting. 
  2.3      [EFFECTIVE DATE.] This section is effective the day 
  2.4   following final enactment. 
  2.5      Sec. 2.  [EVALUATING STUDENT PARTICIPATION ON LOCAL SCHOOL 
  2.6   BOARDS.] 
  2.7      The commissioner of children, families, and learning shall 
  2.8   evaluate the impact of allowing student advisory members to 
  2.9   serve on local school boards under Minnesota Statutes, section 
  2.10  123B.09, subdivision 1b.  The commissioner shall report the 
  2.11  evaluation findings to the education committees of the 
  2.12  legislature by February 15, 2003.  
  2.13     [EFFECTIVE DATE.] This section is effective July 1, 2002.
