A bill for an act
relating to state government; requiring certain state employee contributions for
health insurance premiums during the biennium ending June 30, 2013.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin STATE EMPLOYEE CONTRIBUTIONS FOR INSURANCE.

new text begin During the biennium ending June 30, 2013, a state employee covered by the state
employee group insurance plan must pay at least $90 per month toward the cost of
premiums if the employee elects to have employee-only hospital and medical coverage,
and must pay at least $270 per month toward the cost of premiums if the employee elects
to have family hospital and medical coverage.

new text begin This section is effective the day following final enactment.
For employees not covered by a collective bargaining agreement, this section must be
implemented at the beginning of the first payroll period after the effective date of the
section. For employees covered by a collective bargaining agreement that would prevent
implementation of this section, on the effective date of this section, the governor or judicial
branch appointing authority must take any steps authorized under the collective bargaining
agreement to terminate that agreement as soon as possible. The governor or judicial branch
appointing authority must then implement this section immediately upon termination of
the collective bargaining agreement, with respect to employees covered by the agreement.
