A bill for an act
relating to transportation; capital investment; appropriating money for a project
on U.S. Highway 10; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $10,000,000 is appropriated from the bond proceeds
fund to the commissioner of transportation for a grant to Anoka County to complete
the final design, land acquisition, and construction of marked U.S. Highway 10 as a
freeway, as defined in Minnesota Statutes, section 160.02, subdivision 19, from the
intersection with Anoka County State-Aid Highway 83 (Armstrong Boulevard) in the city
of Ramsey to the interchange with Round Lake Boulevard in the city of Coon Rapids.
The commissioner may accept and expend funds from nonstate sources, including but not
limited to local funds and federal aid, for purposes of this subdivision.

new text begin To provide the money appropriated in this
section from the bond proceeds fund, the commissioner of management and budget shall
sell and issue bonds of the state in an amount up to $10,000,000 in the manner, upon the
terms, and with the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675,
and by the Minnesota Constitution, article XI, sections 4 to 7.
