A bill for an act
relating to workforce development; appropriating money for grants to increase the
number of apprentices in information technology; requiring reports.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPRENTICESHIPS IN INFORMATION TECHNOLOGY;
APPROPRIATION.

new text begin (a) $1,000,000 in fiscal year 2020 is appropriated from the general fund to the
commissioner of employment and economic development for competitive grants for projects
to increase the number of apprentices in the field of information technology, including
registered apprenticeships and other forms of on-the-job training programs designed to
result in permanent employment and a portable credential. This is a onetime appropriation
and funds are available until June 30, 2022.

new text begin (b) Eligible projects for these grants may include but are not limited to projects that:

new text begin (1) facilitate the creation or expansion of information technology apprenticeships;
new text end

new text begin (2) help identify or prepare individuals for apprenticeships in information technology;
or
new text end

new text begin (3) track or support the success of individuals in information technology apprenticeships.

new text begin (c) By February 15, 2021, and February 15, 2023, the commissioner shall submit a report
to the chairs of the legislative committees with jurisdiction over workforce development
on the use of grant funds and program outcomes. At a minimum, the report must include:

new text begin (1) the number of new apprenticeship placements facilitated by the program;
new text end

new text begin (2) information on the employment outcomes of apprentices supported by the program;
and
new text end

new text begin (3) any other quantifiable measures of success.
