  1.1                          A bill for an act
  1.2             proposing an amendment to the Minnesota Constitution 
  1.3             by adding a section to article XIV; requiring that 
  1.4             tolls on public highways be discontinued when original 
  1.5             construction costs have been paid. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [CONSTITUTIONAL AMENDMENT PROPOSED.] 
  1.8      An amendment to the Minnesota Constitution is proposed to 
  1.9   the people.  If the amendment is adopted, a section must be 
  1.10  added to article XIV to read: 
  1.11     Sec. 12.  Any authorization by the legislature for the 
  1.12  collection of tolls on highways or highway lanes constructed 
  1.13  after January 1, 2005, must provide that tolls may be collected 
  1.14  only until all costs related to the construction of the highway 
  1.15  or lanes, including payment of principal and interest on any 
  1.16  debt incurred therefore, have been paid. 
  1.17     Sec. 2.  [SUBMISSION TO VOTERS.] 
  1.18     The constitutional amendment proposed under section 1 must 
  1.19  be submitted to the people at the November, 2004 general 
  1.20  election.  The question submitted must be: 
  1.21     "Shall the Minnesota Constitution be amended to allow the 
  1.22  collection of tolls on highways or highway lanes constructed 
  1.23  after January 1, 2005, only until all costs related to the 
  1.24  construction of the highway or lanes, including debt service, 
  1.25  have been paid?
