  1.1                          A bill for an act 
  1.2             relating to state lands; authorizing conveyance of 
  1.3             certain surplus state land in Stearns county.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [CONVEYANCE OF SURPLUS STATE LAND; STEARNS 
  1.6   COUNTY.] 
  1.7      (a) Notwithstanding Minnesota Statutes, sections 94.09 to 
  1.8   94.16, the commissioner of administration shall convey to the 
  1.9   city of Sauk Centre for no consideration the surplus land that 
  1.10  is described in paragraph (c). 
  1.11     (b) The conveyance must be in a form approved by the 
  1.12  attorney general and must contain a clause that if any portion 
  1.13  of the property ceases to be used for a public purpose, that 
  1.14  portion may, at the option of the commissioner of 
  1.15  administration, revert to the state.  The city may use the 
  1.16  property for any general governmental purpose within the 
  1.17  authority of the city.  Any sale, lease, or management contract 
  1.18  affecting the property is subject to Minnesota Statutes, section 
  1.19  16A.695.  The attorney general may make changes to the legal 
  1.20  description to correct errors, deficiencies, or ambiguities. 
  1.21     (c) The land to be conveyed is located in Stearns county, 
  1.22  and is described as:  that part of Section 3, Township 126, 
  1.23  Range 34, Stearns county, Minnesota described as follows: 
  1.24  Commencing at the "X" in the concrete driveway which marks the 
  2.1   location of the southwest corner of said Section 3; thence North 
  2.2   89 degrees 44 minutes 39 seconds East a distance of 523.94 feet 
  2.3   along the south line of the Southwest Quarter of said Section 3 
  2.4   to its intersection with the east line of Main Street extended 
  2.5   southerly; thence North 0 degrees 59 minutes 50 seconds West 
  2.6   along said southerly extension of the east line of Main Street, 
  2.7   a distance of 432.03 feet, to its intersection with the 
  2.8   northerly line of State Trunk Highway No. 71 as cited in the 
  2.9   right-of-way map for said State Trunk Highway No. 71, said 
  2.10  intersection being the actual point of beginning of the parcel 
  2.11  to be described; thence North 89 degrees 00 minutes 26 seconds 
  2.12  East along said northerly line a distance of 248.21 feet; thence 
  2.13  continuing along said northerly line on a nontangential curve, 
  2.14  concave to the South, having a radius of 647.96 feet, chord of 
  2.15  290.98 feet, chord bearing of North 76 degrees 00 minutes 18 
  2.16  seconds East, for a distance of 293.48 feet; thence continuing 
  2.17  along said northerly line North 88 degrees 58 minutes 07 seconds 
  2.18  East to the westerly line of that property cited in Document No. 
  2.19  843951 as surveyed by Ronald Engelmeyer, Minnesota Licensed 
  2.20  Surveyor No. 13334; thence North 0 degrees 50 minutes 46 seconds 
  2.21  West along said westerly line of the property cited in Document 
  2.22  No. 843951 as surveyed by said Ronald Engelmeyer a distance of 
  2.23  331.74 feet to a found iron pipe capped No. 13334, the northwest 
  2.24  corner of said property cited in said Document No. 843951; 
  2.25  thence North 89 degrees 02 minutes 55 seconds East along the 
  2.26  northerly line of said property cited in said Document No. 
  2.27  843951 a distance of 396.01 feet to a found granite monument, 
  2.28  the northeast corner of said property described in Document No. 
  2.29  843951; thence North 89 degrees 44 minutes 39 seconds East 
  2.30  parallel with the South line of the Southwest Quarter of said 
  2.31  Section 3 a distance of 192.50 feet to the westerly line of that 
  2.32  property described in Document No. 896476, as surveyed by said 
  2.33  Ronald Engelmeyer; thence North 1 degree 02 minutes 14 seconds 
  2.34  West along said westerly line of the property described in 
  2.35  Document No. 896476, as surveyed by said Ronald Engelmeyer, 
  2.36  Minnesota Land Surveyor No. 13334, a distance of 243.59 feet to 
  3.1   the northwest corner of said property described in Document No. 
  3.2   896476, marked by a found iron pipe monument capped No. 13334;

  3.10  capped No. 13334 at the northeast corner of said Southeast 
  3.11  Quarter of the Southwest Quarter, as determined by said Ronald 
  3.12  Engelmeyer; thence North 89 degrees 57 minutes 23 seconds East

  3.20  right-of-way line a distance of 17.00 feet; thence along said 
  3.21  right-of-way line on a curve, concave to the northwest, having a 
  3.22  radius of 1,382.39 feet, delta angle 40 degrees 16 minutes 19 
  3.23  seconds, chord of 951.78 feet, chord bearing of North 20 degrees 
  3.24  19 minutes 34 seconds East, for a distance of 971.65 feet;

  4.18  feet, more or less, to a found iron pipe monument on said 
  4.19  easterly line of Main Street; thence continuing South 0 degrees 
  4.20  59 minutes 50 seconds East along said easterly line of Main 
  4.21  Street a distance of 2,913.94 feet to the point of beginning. 
  4.22  Containing 10,665,378 square feet or 244.843 acres. 
  4.23     (d) The commissioner has determined that the land is no 
  4.24  longer needed for any state purpose and that the state's land 
  4.25  management interests would best be served if the land was 
  4.26  conveyed to and used by the city of Sauk Centre. 
  4.27     (e) Prior to implementing plans for the property, the city 
  4.28  of Sauk Centre shall conduct a property reuse study to determine 
  4.29  the highest and best use of the property.  The report shall be 
  4.30  submitted to the commissioner of administration. 
  4.31     (f) The city of Sauk Centre shall consult with the state 
  4.32  historic preservation office before demolishing or altering 
  4.33  contributing buildings, or conducting new construction on the 
  4.34  campus. 
  4.35     Sec. 2.  [EFFECTIVE DATE.] 
  4.36     Section 1 is effective the day following final enactment.
