A bill for an act
relating to education; creating a working group to study compliance with the
Interstate Compact on Educational Opportunity for Military Children.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin INTERSTATE COMPACT ON EDUCATIONAL OPPORTUNITY
FOR MILITARY CHILDREN WORKING GROUP.

new text begin The commissioner of education must convene a working group to develop
recommendations for the state to participate in and adopt the interstate compact.
Membership on the working group must include teachers, school board members, school
administrators, members of the military whose children would be covered by the compact,
and other interested stakeholders. The scope of the working group recommendations must
include flexibility for accepting out-of-state exams or course credits for graduation, the
ability to waive courses required for graduation based on similar completed course work,
flexibility in enrollment requirements, requirements for participation in extracurricular
activities, and any other issues related to adopting the interstate compact. The
commissioner, on behalf of the working group, must submit a report to the chairs and the
ranking minority members of the legislative committees and divisions having jurisdiction
over kindergarten through grade 12 education and veterans issues by January 12, 2015.
