A bill for an act
relating to campaign finance; clarifying that certain contributions do not violate
fair campaign practices; amending Minnesota Statutes 2010, section 211B.15, by
adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2010, section 211B.15, is amended by adding a
subdivision to read:

new text begin It is not a violation of this section for a separate
segregated fund or a nonconnected committee registered with the Federal Elections
Commission under the Federal Elections Campaign Act to make a contribution to a
political fund or political committee registered with the Campaign Finance and Public
Disclosure Board under chapter 10A provided however that a nonconnected committee or
a segregated fund that has elected to limit its expenditures to independent expenditures
shall be limited to contributing to a registered Minnesota independent expenditure political
committee, as defined in section 10A.01, subdivision 18a, or a Minnesota independent
expenditure political fund, as defined in section 10A.01, subdivision 18b.
