  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for the Minnesota Cold Weather Testing Center; 
  1.4             authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATION.] 
  1.7      $3,628,500 is appropriated from the bond proceeds fund to 
  1.8   the commissioner of trade and economic development for a grant 
  1.9   to Koochiching county for construction of the Minnesota Cold 
  1.10  Weather Testing Center.  This amount must be matched by nonstate 
  1.11  sources. 
  1.12     Sec. 2.  [BOND SALE.] 
  1.13     To provide the money appropriated by section 1 from the 
  1.14  state bond proceeds fund, the commissioner of finance, on 
  1.15  request of the governor, shall sell and issue bonds of the state 
  1.16  in an amount up to $3,628,500 in the manner, upon the terms, and 
  1.17  with the effect prescribed by Minnesota Statutes, sections 
  1.18  16A.631 to 16A.675, and by the Minnesota Constitution, article 
  1.19  XI, sections 4 to 7. 
  1.20     Sec. 3.  [EFFECTIVE DATE.] 
  1.21     This act is effective the day following final enactment.
