A bill for an act
relating to human services; appropriating money for a Somali mental health pilot
project; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; SOMALI MENTAL HEALTH PILOT PROJECT.

new text begin (a) $450,000 in fiscal year 2020 is appropriated from the general fund to the commissioner
of human services for a grant to the Intercultural Mutual Assistance Association for a pilot
project in Rochester to provide mental health education and support services to Somali
students and mothers. The Intercultural Mutual Assistance Association will partner with
the Rochester STEM Academy, Rochester Math and Science Academy, the Somali Rebuild
Organization, and NAMI of Southeast Minnesota to implement the pilot project.

new text begin (b) As part of the pilot project, the Intercultural Mutual Assistance Association and its
partners shall:

new text begin (1) expand a Dialectical Behavioral Therapy Skills in Schools pilot program for ten or
more additional students attending the Rochester Math and Science Academy, and offer the
program annually;

new text begin (2) develop and provide a Dialectical Behavioral Therapy Skills in Schools program for
ten or more high school students attending the Rochester STEM Academy;

new text begin (3) develop and provide an educational program at the Rochester STEM Academy and
Rochester Math and Science Academy to build resiliency skills and improve students' social
and emotional development; and

new text begin (4) establish a discussion group for mothers of students attending the Rochester STEM
Academy and Rochester Math and Science Academy, in order to promote physical and
emotional wellness.

new text begin (c) Grant funds may be used for pilot program development and implementation, staffing,
training, and administrative costs.

new text begin (d) By January 15, 2021, the Intercultural Mutual Assistance Association must submit
a report to the chairs and ranking minority members of the committees of the house of
representatives and the senate with jurisdiction over mental health detailing the results of
the pilot project. This is a onetime appropriation.
