A bill for an act
relating to community involvement; appropriating money for grants to the city of
St. Paul district councils to broaden community involvement.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin $43,000 in fiscal year 2016 and $337,000 in fiscal year 2017 are appropriated from
the general fund to the Metropolitan Council for grants to district councils of the city of St.
Paul. The objective of the grant program is to increase ethnic and age diversity within the
governance of and participation in the activities of each district council. The maximum
grant to a district council in fiscal year 2016 is $2,500. A district council that receives a
grant in fiscal year 2016 may apply for a grant in an increased amount for fiscal year 2017
for the same purpose, upon showing the Metropolitan Council that expenditures from the
initial grant award helped achieve the objective of the grant program. Any amount of
this appropriation that is not disbursed as a grant by the end of fiscal year 2017 reverts
to the general fund.
