A bill for an act
relating to education finance; authorizing grants for Project SUCCESS; requiring
a report; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. APPROPRIATIONS.

Subdivision 1.

Commissioner of education.

The sums indicated in this section are
appropriated from the general fund to the commissioner of education for the fiscal years
designated.

Subd. 2.

Project SUCCESS.

(a) For grants to Project SUCCESS:

(b) Project SUCCESS must use the grants received under paragraph (a) to expand
participation in its programs designed to help students gain confidence and resilience in
creative thinking, decision making, goal setting, and resourcefulness while developing the
skills and generating the support to plan their futures. Grants must supplement and enhance
existing programs and expand the number of sites where Project SUCCESS is offered.

(c) By January 15 of each year, Project SUCCESS shall prepare and submit a report to
the legislature describing the programs offered, program outcomes by site, students served
by site, a methodology for evaluating the overall success of Project SUCCESS, and for
calendar years 2019 and later, a detailed list of expenditures for the previous year.
