  1.1                          A bill for an act 
  1.2             relating to natural resources; providing funding to 
  1.3             construct a recreational trail; authorizing bonds; 
  1.4             appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [STATE TRAIL.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $1,150,000 is appropriated 
  1.8   for fiscal year 2003 from the bond proceeds fund to the 
  1.9   commissioner of natural resources to construct a recreational 
  1.10  trail in New Ulm along 20th South Street to the Flandreau state 
  1.11  park beach house shelter. 
  1.12     $910,000 is for a grant to the city of New Ulm to match 
  1.13  federal "TEA 21" money for soil testing, design engineering, and 
  1.14  trail construction including boardwalk and bridge construction 
  1.15  to the boundary of Flandreau state park. 
  1.16     $240,000 is to match federal "TEA 21" money to construct a 
  1.17  trail from the park boundary at 20th Street to the Flandreau 
  1.18  state park beach house shelter. 
  1.19     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.20  this act from the bond proceeds fund, the commissioner of 
  1.21  finance shall sell and issue bonds of the state in an amount up 
  1.22  to $1,150,000 in the manner, upon the terms, and with the effect 
  1.23  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.24  and by the Minnesota Constitution, article XI, sections 4 to 7.
