  1.1                          A bill for an act 
  1.2             relating to energy; providing home energy assistance; 
  1.3             appropriating money.  
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HOME ENERGY ASSISTANCE APPROPRIATION.] 
  1.6      Subdivision 1.  [SCOPE.] $20,000,000 is appropriated from 
  1.7   the general fund to the commissioner of the department of 
  1.8   economic security for the programs or purposes specified in this 
  1.9   section.  That portion of this appropriation necessary to 
  1.10  implement subdivisions 2 and 3 is available effective the day 
  1.11  following final enactment. 
  1.12     Subd. 2.  [HOME ENERGY ASSISTANCE.] $15,000,000 is for the 
  1.13  biennium ending June 30, 1997, is available immediately to 
  1.14  supplement federal money received for low-income home energy 
  1.15  assistance under the low-income home energy assistance block 
  1.16  grant, and is to be used and allocated in the same manner as the 
  1.17  federal money is used and allocated.  This subdivision is 
  1.18  effective the day following final enactment. 
  1.19     Subd. 3.  [ENERGY-RELATED HOME REPAIR.] $1,200,000 is for 
  1.20  the biennium ending June 30, 1997, and is available immediately 
  1.21  for grants for energy-related repairs to a home's primary heat 
  1.22  source.  This subdivision is effective the day following final 
  1.23  enactment. 
  1.24     Subd. 4.  [WEATHERIZATION ASSISTANCE.] $3,800,000 is for 
  2.1   the biennium ending June 30, 1997, and is for the low-income 
  2.2   home weatherization program.
