  1.1                          A bill for an act 
  1.2             relating to education; establishing a committee to 
  1.3             study bargaining unit issues of instructional 
  1.4             employees in residential facilities; appropriating 
  1.5             money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [EDUCATIONAL SERVICES IN STATE RESIDENTIAL 
  1.8   FACILITIES; BARGAINING UNIT ISSUES.] 
  1.9      Subdivision 1.  [ESTABLISHMENT.] A committee is established 
  1.10  to examine bargaining unit issues raised by the delivery of 
  1.11  educational services in state residential facilities. 
  1.12     Subd. 2.  [MEMBERSHIP.] The committee shall consist of one 
  1.13  representative from each of the following:  state residential 
  1.14  school education association (SRSEA), Minnesota state college 
  1.15  faculty (MSCF), education Minnesota, department of corrections, 
  1.16  Minnesota state colleges and universities, department of 
  1.17  children, families, and learning, and department of employee 
  1.18  relations. 
  1.19     Subd. 3.  [STUDY; REPORT.] The committee shall study the 
  1.20  bargaining unit issues raised by the delivery of educational 
  1.21  services to students in state residential facilities.  
  1.22  Specifically, the committee shall examine the instruction of 
  1.23  students in state residential correctional facilities by 
  1.24  employees of the department of corrections who are members of 
  1.25  SRSEA and employees of the Minnesota state colleges and 
  2.1   universities who are members of MSCF.  The committee shall also 
  2.2   examine other bargaining unit issues related to the delivery of 
  2.3   educational services in state residential facilities. 
  2.4      The committee report shall identify problems and issues, 
  2.5   possible options, and recommendations for a future course of 
  2.6   action, including the feasibility of including all persons 
  2.7   teaching in a state residential facility in a single statewide 
  2.8   bargaining unit.  The committee shall submit a final report to 
  2.9   the legislature no later than November 15, 2002. 
  2.10     Sec. 2.  [APPROPRIATIONS.] 
  2.11     $....... is appropriated in fiscal year 2002 from the 
  2.12  general fund to the commissioner of children, families, and 
  2.13  learning for the purposes of section 1.  This appropriation is 
  2.14  available until November 15, 2002.
