A bill for an act
relating to education finance; postsecondary institution enrollment aid for meals;
postsecondary institution enrollment aid for transportation costs for qualifying
students; appropriating money; amending Minnesota Statutes 2022, section
124D.09, subdivisions 19, 22.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 124D.09, subdivision 19, is amended to read:


Subd. 19.

Fees; textbooks; materialsnew text begin ; mealsnew text end .

A postsecondary institution that receives
reimbursement for a pupil under subdivision 13 may not charge that pupil for fees, textbooks,
materials, support services as defined in section 135A.16, or other necessary costs of the
course or program in which the pupil is enrolled if the charge would be prohibited under
section 123B.37, except for equipment purchased by the pupil that becomes the property
of the pupil. An institution may require the pupil to pay for fees, textbooks, and materials
for a course taken for postsecondary credit.new text begin For a pupil enrolled full-time at a postsecondary
institution, the Department of Education shall make payments to the postsecondary institution
to cover student services fees. For a pupil receiving lunch at a postsecondary institution,
the Department of Education shall make payments to the postsecondary institution to fully
subsidize the cost of meals.

Sec. 2.

Minnesota Statutes 2022, section 124D.09, subdivision 22, is amended to read:


Subd. 22.

Transportation.

(a) Anew text begin postsecondary institution, pupil, ornew text end parent or guardian
of a pupil enrolled in a course for secondary credit may apply to the pupil's district of
residence for deleted text begin reimbursementdeleted text end new text begin state aidnew text end for transporting the pupil between the secondary
school in which the pupil is enrolled or the pupil's home and the postsecondary institution
that the pupil attends. The state shall provide state aid to a district in an amount sufficient
to deleted text begin reimbursedeleted text end new text begin fundnew text end thenew text begin pupil ornew text end parent or guardian for the necessary transportation costs when
the deleted text begin family's or guardian's income is at or below the poverty level, as determined by the
federal government
deleted text end new text begin pupil is eligible for free or reduced-priced lunch at the pupil's district
of residence. Necessary transportation costs may encompass costs incurred by a personal
vehicle, rideshare, parking, and public transportation
new text end . The reimbursement shall be the pupil's

Service standard business travel mileage rates

postsecondary institution is more than 25 miles from the pupil's resident secondary school,

the actual distance between the secondary school or the pupil's home and the nearest
postsecondary institution times ten. The state must pay aid to the district according to this
subdivision.new text begin A district or postsecondary institution that is reimbursed for transporting an
eligible pupil under this subdivision must not charge any pupil for transportation.

(b) A parent or guardian of an alternative pupil enrolled in a course for secondary credit
may apply to the pupil's postsecondary institution for deleted text begin reimbursementdeleted text end new text begin state aidnew text end for transporting
the pupil between the secondary school in which the pupil is enrolled or the pupil's home
and the postsecondary institution deleted text begin in an amount sufficient to reimburse the parent or guardian
for the necessary transportation costs when the family's or guardian's income is at or below
the poverty level, as determined by the federal government
