A bill for an act
relating to capital improvements; appropriating money for shade tree
replacement; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin SHADE TREE REPLACEMENT APPROPRIATION.

new text begin $3,000,000 is appropriated from the bond proceeds fund to the commissioner
of natural resources for grants to cities, townships, counties, and park and recreation
boards in cities of the first class for the planting of publicly owned shade trees to provide
environmental benefits; replace trees lost to forest pests, disease, or storm; or to establish
a more diverse community forest better able to withstand disease and forest pests. For
purposes of this section, "shade tree" means a woody perennial grown primarily for
environmental purposes with minimal residual timber value and no intent to harvest it for
its wood.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in section 1 from the bond proceeds fund, the
commissioner of management and budget shall sell and issue bonds of the state in an
amount up to $3,000,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
