A bill for an act
relating to human services; requiring the commissioner of human services to report
to the legislature on the receipt and use of federal opioid crisis grants; requiring
certain funds to be used for opioid abuse prevention and other related initiatives.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin REPORT ON OPIOID CRISIS GRANT; USE OF GRANT FUNDS.

new text begin (a) By October 1, 2017, the commissioner of human services shall report to the chairs
and ranking minority members of the legislative committees with jurisdiction over health
and human services policy and finance on:

new text begin (1) funds received under the 21st Century Cures Act, Public Law 114-255, section 1003,
Substance Abuse and Mental Health Services Administration State Targeted Response to
the Opioid Crisis Grants; and

new text begin (2) uses of the funds received, including a listing of grants provided and the amount
expended on personnel and administrative costs, travel, and public service announcements.

new text begin (b) The commissioner shall use remaining Opioid Crisis Grant funds, and any additional
funds received from other sources, to provide grants to counties for opioid abuse prevention
initiatives, to increase public awareness of opioid abuse, and to prevent opioid abuse through
the use of data analytics.
