A bill for an act
relating to human services; adding a supplemental rate for a group residential
housing provider; amending Minnesota Statutes 2014, section 256I.05, by adding
a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 256I.05, is amended by adding a
subdivision to read:

new text begin (a) Notwithstanding the
provisions of subdivisions 1a and 1c, beginning July 1, 2016, a county agency shall
negotiate a supplementary rate in addition to the rate specified in subdivision 1, not to
exceed $700 per month, including any legislatively authorized inflationary adjustments,
for a group residential housing provider that:

new text begin (1) is located in St. Louis County and has had a group residential housing contract
with the county since July 2015;

new text begin (2) operates a 35-bed facility;
new text end

new text begin (3) serves women who are chemically dependent, mentally ill, or both;
new text end

new text begin (4) provides 24-hour per day supervision;
new text end

new text begin (5) provides onsite support with skilled professionals, including a licensed practical
nurse, registered nurses, peer specialists, and resident counselors; and

new text begin (6) provides independent living skills training and assistance with family
reunification.
