  1.1                          A bill for an act 
  1.2             relating to local government; adding a position to a 
  1.3             list for certain purposes; removing an age ceiling for 
  1.4             new firefighters in Minneapolis; amending Laws 1969, 
  1.5             chapter 937, section 1, subdivision 9a, as amended; 
  1.6             repealing Minnesota Statutes 1996, section 418.20; 
  1.7             Laws 1959, chapter 213. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Laws 1969, chapter 937, section 1, subdivision 
  1.10  9a, as added by Laws 1986, chapter 473, section 17, and amended 
  1.11  by Laws 1988, chapter 433, section 2, is amended to read: 
  1.12     Subd. 9a.  The city council shall by ordinance indicate the 
  1.13  manner in which the following positions are appointed: 
  1.14     (a) Director of federal employment and training; 
  1.15     (b) Director of inspections; 
  1.16     (c) Director of women/minorities business enterprise; 
  1.17     (d) Government relations representative; 
  1.18     (e) Risk manager; 
  1.19     (f) Deputy finance officer; 
  1.20     (g) Assistant budget director; 
  1.21     (h) Manager of sales and marketing at the convention 
  1.22  center; 
  1.23     (i) Director of community crime prevention; 
  1.24     (j) Deputy purchasing director; 
  1.25     (k) Urban corps. coordinator; 
  1.26     (l) Assistant director of licenses; 
  2.1      (m) Manager of employee benefits; 
  2.2      (n) Director of Public Information; 
  2.3      (o) Internal auditor; 
  2.4      (p) Director of labor relations; 
  2.5      (q) Director of affirmative action; 
  2.6      (r) Executive director, civilian police review authority. 
  2.7      The appointing authority shall not terminate an incumbent 
  2.8   holding a position listed under clause (b) for 270 days 
  2.9   following the effective date of this act, except for misfeasance 
  2.10  or malfeasance in office.  For 270 days after the first 270 
  2.11  days, the appointing authority shall not terminate an incumbent 
  2.12  holding a position listed under this subdivision, except for 
  2.13  misfeasance or malfeasance in office, without vote of approval 
  2.14  of a majority of the council. 
  2.15     Sec. 2.  [REPEALER.] 
  2.16     Minnesota Statutes 1996, section 418.20, is repealed. 
  2.17     Laws 1959, chapter 213, is repealed. 
  2.18     Sec. 3.  [EFFECTIVE DATE; LOCAL APPROVAL.] 
  2.19     Section 1 is effective the day after the approval by the 
  2.20  governing body of the city of Minneapolis is filed according to 
  2.21  Minnesota Statutes, section 645.021, subdivision 3. 
  2.22     Sec. 4.  [EFFECTIVE DATE.] 
  2.23     Section 2 is effective the day after final enactment.
