  1.1                          A bill for an act
  1.2             relating to motor vehicles; directing the commissioner 
  1.3             of public safety to establish a pilot project on 
  1.4             compliance with state motor vehicle registration laws; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [PILOT PROJECT.] 
  1.8      Subdivision 1.  [PROJECT PURPOSE.] The commissioner of 
  1.9   public safety shall conduct a pilot project to (1) determine the 
  1.10  incidence of Minnesota-domiciled private passenger vehicles that 
  1.11  are registered in other states in violation of Minnesota vehicle 
  1.12  registration laws, and (2) evaluate methods of ensuring that 
  1.13  these vehicles are registered in Minnesota in future years. 
  1.14     Subd. 2.  [PROJECT ELEMENTS.] (a) The pilot project must 
  1.15  include an evaluation of the cost effectiveness and feasibility 
  1.16  of: 
  1.17     (1) exchanging tax, vehicle registration, and driver 
  1.18  license information with other states; and 
  1.19     (2) establishing a grant program to political subdivisions 
  1.20  to enhance their enforcement of Minnesota vehicle registration 
  1.21  laws. 
  1.22     (b) The pilot project must also include an evaluation of 
  1.23  the effect of Minnesota vehicle registration tax rates, and 
  1.24  changes in those tax rates, on compliance with Minnesota vehicle 
  1.25  registration laws. 
  2.1      Subd. 3.  [REPORT.] The commissioner shall report to the 
  2.2   governor and legislature by February 15, 1999, on the results of 
  2.3   the pilot project. 
  2.4      Sec. 2.  [APPROPRIATION.] 
  2.5      $....... is appropriated from the highway user tax 
  2.6   distribution fund to the commissioner of public safety for the 
  2.7   fiscal year ending June 30, 1999, for the purposes of section 1. 
  2.8      Sec. 3.  [EFFECTIVE DATE.] 
  2.9      Sections 1 and 2 are effective July 1, 1998.
