  1.1                          A bill for an act 
  1.2             relating to crime prevention; appropriating money for 
  1.3             a chronic offender pilot project in Hennepin county. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [HENNEPIN COUNTY CHRONIC OFFENDER PILOT PROJECT 
  1.6   APPROPRIATION.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $260,000 is appropriated 
  1.8   for the fiscal year ending June 30, 2002, from the general fund 
  1.9   to the commissioner of corrections for a grant to the Hennepin 
  1.10  county community corrections department for a chronic offender 
  1.11  pilot project.  Hennepin county shall provide matching funds of 
  1.12  at least $160,000 and an in-kind match in an amount to be 
  1.13  determined by the commissioner. 
  1.14     Subd. 2.  [PILOT PROJECT DESCRIPTION.] The Hennepin county 
  1.15  community corrections department shall administer a 12-month 
  1.16  pilot project for chronic offenders.  The pilot project must 
  1.17  define and identify chronic offenders within Hennepin county who 
  1.18  will be subject to the pilot project.  When applicable and 
  1.19  appropriate, the pilot project must provide the following for 
  1.20  chronic offenders: 
  1.21     (1) quicker and more consistent consequences; 
  1.22     (2) graduated sanctions for repeated offenses; 
  1.23     (3) multidisciplinary assessments; 
  1.24     (4) appropriate mental and chemical health interventions; 
  2.1      (5) active supervision by community-based probation 
  2.2   officers; 
  2.3      (6) immediate placement in sentence to service work crews; 
  2.4   and 
  2.5      (7) cognitive behavioral intervention through group therapy 
  2.6   for selected chronic offenders at the Hennepin county adult 
  2.7   correctional facility. 
  2.8      Subd. 3.  [REPORT REQUIRED.] By January 15, 2003, the 
  2.9   director of the Hennepin county department of community 
  2.10  corrections shall report to the chairs and ranking minority 
  2.11  members of the senate and house committees and divisions having 
  2.12  jurisdiction over criminal justice policy and funding on the 
  2.13  results of the project.  The report must include information on 
  2.14  the general characteristics of the chronic offender population 
  2.15  in Hennepin county, and compare recidivism data of offenders 
  2.16  subject to the pilot project to those not subject to it. 
  2.17     Subd. 4.  [ACCESS TO DATA.] For the purpose of the pilot 
  2.18  project and the required report, Hennepin county staff shall 
  2.19  have access to any and all information maintained by any state 
  2.20  agencies, political subdivisions, or other governmental 
  2.21  agencies, including criminal justice agencies, regarding persons 
  2.22  identified as chronic offenders in Hennepin county during the 
  2.23  term of the project.  This includes any data classified as 
  2.24  private or confidential under Minnesota Statutes, section 
  2.25  13.02.  Any data obtained by Hennepin county community 
  2.26  corrections during the term of the project must be used only for 
  2.27  the purposes of the chronic offender pilot project and research 
  2.28  associated with the project, and will retain the classification 
  2.29  given to it by statute or the originating agency.
