  1.1                          A bill for an act
  1.2             relating to health; allowing persons performing 
  1.3             genealogy research to obtain certified copies of 
  1.4             certain birth certificates; amending Minnesota 
  1.5             Statutes 2000, section 144.225, by adding a 
  1.6             subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 144.225, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 7a.  [CERTIFIED COPY OF BIRTH CERTIFICATE; ADDITIONAL 
  1.11  ACCESS.] In addition to the persons who may access certified 
  1.12  copies of vital records according to subdivision 7, the state or 
  1.13  local registrar shall issue a certified copy of a birth 
  1.14  certificate or a statement of no record found to a person 
  1.15  conducting genealogy research if the subject of the birth 
  1.16  certificate is dead and if the subject was born more than 100 
  1.17  years before the date of the request for the birth certificate.  
  1.18  To access birth certificates under this subdivision, the state 
  1.19  or local registrar shall not require the person conducting the 
  1.20  genealogy research to demonstrate that the person is related to 
  1.21  the subject of the birth certificate by blood, marriage, or 
  1.22  adoption.
