A bill for an act
relating to state government; requiring federal funds received for COVID-19
purposes to be spent pursuant to a direct appropriation by law.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin FEDERAL FUNDS; SUSPENSION OF STATUTORY APPROPRIATION.

new text begin (a) Notwithstanding Minnesota Statutes, sections 3.3005 and 4.07, or any other statutory
appropriation of federal funds, except as provided in paragraph (b), all federal funds received
by the state of Minnesota for purposes related to COVID-19 between the effective date of
this act and June 30, 2022, must not be spent except pursuant to a direct appropriation by
law.

Seventh Special Session chapter 2, article 7.

new text begin This section is effective retroactively from March 1, 2020, and
applies to (1) all funds received after final enactment, and (2) funds received between March
1, 2020, and final enactment that were not appropriated pursuant to a direct or statutory
appropriation prior to final enactment.
