A bill for an act
relating to human services; directing the commissioner of human services to modify
substance use disorder county staff requirements.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin The commissioner of human services shall, in consultation with county agencies, develop
criteria and a process for allowing variances to the staffing credentials required under
Minnesota Statutes, section 254B.05, subdivision 1, paragraph (c), for individuals performing
comprehensive assessments and providing care coordination services for counties. The
commissioner shall determine the qualifications that would be acceptable alternatives to
the staffing credentials required under Minnesota Statutes, section 245G.11, subdivisions
1, 4, and 7, and shall issue and distribute a bulletin to counties by December 1, 2019, outlining
the variance process and alternative qualifications.
