  1.1                          A bill for an act
  1.2             relating to education finance; authorizing a grant for 
  1.3             junior achievement programs; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [APPROPRIATION; JUNIOR ACHIEVEMENT.] 
  1.6      Subdivision 1.  [PURPOSE.] The purpose of this section is 
  1.7   to expand the presence of junior achievement programs in 
  1.8   Minnesota's school districts.  Founded in 1919, Junior 
  1.9   Achievement is the country's oldest, largest, and fastest 
  1.10  growing provider of economic education for youth, reaching over 
  1.11  4 million students each year. 
  1.12     Subd. 2.  [APPROPRIATION.] (a) $125,000 in fiscal year 2002 
  1.13  and $125,000 in fiscal year 2003 are appropriated from the 
  1.14  general fund to the commissioner of children, families, and 
  1.15  learning for grants to school districts for the junior 
  1.16  achievement program. 
  1.17     (b) The commissioner may award up to 20 grants.  The grants 
  1.18  must be for new programs or for expansion of current programs, 
  1.19  but may not be used for the costs of junior achievement programs 
  1.20  currently in place.  The commissioner must consider geographic 
  1.21  balance when awarding grants to school districts. 
  1.22     (c) The grants must be used for programming and may not be 
  1.23  used for administrative expenses. 
  1.24     (d) The grant amounts must be matched on a 
  2.1   dollar-for-dollar basis by the school district or through 
  2.2   private sector funding associated with the school district 
  2.3   junior achievement programming.  The local match may be through 
  2.4   in-kind contributions.
