  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6   Section 1.  [APPROPRIATIONS.] 
  1.7      The sums in this act are appropriated from the general fund 
  1.8   or other named fund to the agencies for the purposes specified 
  1.9   in this act for fiscal year 1999.  The appropriations in this 
  1.10  act are one time only.

  2.2   Sec. 2.  CHILDREN, FAMILIES,
  2.3   AND LEARNING DEPARTMENT                               3,500,000
  2.4   $3,500,000 is added to the 
  2.5   appropriations in Laws 1997, First 
  2.6   Special Session chapter 4, article 10, 
  2.7   section 3, subdivision 2, as amended by 
  2.8   Laws 1998, chapter 398, article 8, 
  2.9   section 1, for costs associated with 
  2.10  educational litigation and may be used 
  2.11  only for those purposes.  Any 
  2.12  unencumbered balance remaining at the 
  2.13  end of fiscal year 1999 does not cancel 
  2.14  but is available for fiscal year 2000. 
  2.15  Sec. 3.  HUMAN SERVICES DEPARTMENT                   11,647,000
  2.16  $11,647,000 from the health care access 
  2.17  fund is added to the appropriations in 
  2.18  Laws 1997, chapter 225, article 7, 
  2.19  section 2, subdivision 1, as amended by 
  2.20  Laws 1998, chapter 407, article 1, 
  2.21  section 2, subdivision 3, paragraph 
  2.22  (a), for anticipated medical costs of 
  2.23  the MinnesotaCare program. 
  2.24  Sec. 4.  ZOOLOGICAL BOARD                             1,000,000 
  2.25  $1,000,000 is added to the 
  2.26  appropriations in Laws 1997, chapter 
  2.27  216, section 4, subdivision 1, for zoo 
  2.28  operations. 
  2.29  Sec. 5.  ECONOMIC SECURITY DEPARTMENT                   370,000 
  2.30  $370,000 is added to the appropriations 
  2.31  in Laws 1997, chapter 200, article 1, 
  2.32  section 5, subdivision 3, for 
  2.33  vocational rehabilitation and 
  2.34  independent living services to blind 
  2.35  Minnesotans.  The commissioner of 
  2.36  finance and the commissioner of 
  2.37  economic security shall review the 
  2.38  operation of the state services for the 
  2.39  blind to determine why a deficiency 
  2.40  occurred and what steps should be taken 
  2.41  to prevent a deficiency in the future.  
  2.42  The commissioners must report on this 
  2.43  issue to the legislature by January 15, 
  2.44  2000. 
  2.45  Sec. 6.  CAMPAIGN FINANCE AND 
  2.46  PUBLIC DISCLOSURE BOARD                                  15,000
  2.47  $15,000 is added to the appropriations 
  2.48  in Laws 1997, chapter 202, article 1, 
  2.49  section 8, for court-ordered payments. 
  2.50  Sec. 7.  PUBLIC SAFETY DEPARTMENT                       829,000 
  2.51  (a) Of the appropriation in this 
  2.52  section, $200,000 is added to the 
  2.53  appropriation in Laws 1997, chapter 
  2.54  159, article 1, section 4, subdivision 
  2.55  3, for additional costs for executive 
  2.56  protection. 
  2.57  (b) Of the appropriation in this 
  2.58  section, $629,000 from the highway 
  3.1   users tax distribution fund is added to 
  3.2   the appropriations in Laws 1997, 
  3.3   chapter 159, article 1, section 4, 
  3.4   subdivision 4, for additional costs 
  3.5   related to the production of motor 
  3.6   vehicle license plates. 
  3.7    Sec. 8.  SECRETARY OF STATE 
  3.8   The commissioner of administration 
  3.9   shall transfer $975,000 of the 
  3.10  unexpended balance of the 
  3.11  appropriations in Laws 1997, chapter 
  3.12  202, article 1, section 12, subdivision 
  3.13  7, and Laws 1998, chapter 366, article 
  3.14  1, section 6, to the secretary of state 
  3.15  to modify business systems to address 
  3.16  the year 2000 problem.  The secretary 
  3.17  of state shall appoint a project 
  3.18  manager to oversee the modifications of 
  3.19  business systems.  The secretary of 
  3.20  state shall provide each month to the 
  3.21  year 2000 project office in the 
  3.22  department of administration a project 
  3.23  work plan and schedule.  The secretary 
  3.24  of state shall develop contingency 
  3.25  plans, including plans for funding and 
  3.26  staff, to be implemented if the year 
  3.27  2000 modification project does not meet 
  3.28  the project schedule agreed to with the 
  3.29  commissioner of administration. 
  3.30     Sec. 9.  [EFFECTIVE DATE.] 
  3.31     This act is effective the day after its final enactment.
