A bill for an act
relating to health; directing the commissioner of
health to work with local public health departments to
develop a public health information network;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin PUBLIC HEALTH INFORMATION NETWORK.

new text begin (a) The commissioner of health shall work with local public
health departments to develop a public health information
network. The development of the network must be consistent with
the recommendations, goals, and strategies of the Minnesota
public health information network report to the 2005 legislature
and the e-health initiative.

new text begin (b) The commissioner of health shall work with the
commissioner of human services to determine how clinical billing
data from the data warehouse established under Minnesota
Statutes, section 256B.04, subdivision 19, can be utilized and
accessed to assist with population health needs assessments and
targeted prevention efforts. The commissioner of health shall
incorporate these findings into the development of a Minnesota
public health information network and the e-health initiative.

Sec. 2. new text begin APPROPRIATION.

new text begin $....... is appropriated from the general fund to the
commissioner of health for the fiscal year beginning July 1,
2005, for development of a Minnesota public health information
network for state and local public health departments. The
commissioner may use these funds directly or contract for the
necessary services.
