  1.3             pilot program to test open absentee balloting. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [RAMSEY COUNTY OPEN ABSENTEE BALLOTING.] 
  1.6      Authorization for the pilot program in Ramsey county that 
  1.7   was approved by the state board of government innovations to 
  1.8   test an open absentee balloting system is extended until 
  1.9   December 31, 1999. 
  1.10     Sec. 2.  [EFFECTIVE DATE.] 
  1.11     Section 1 is effective retroactively to January 1, 1998.
