A bill for an act
relating to capital improvements; appropriating money for a veterans nursing
home in Hibbing; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $....... is appropriated from the bond proceeds fund
to the commissioner of administration to predesign and design a veterans nursing home in
the city of Hibbing. The predesign and design may include, but is not limited to, geriatric
care, care for mentally ill veterans with behavior problems and chemical dependency,
along with inpatient treatment, and domiciliary care. Standard long-term care shall be
provided, and to the extent practicable, the facility shall accept referrals from veterans
homes in the state.

new text begin The commissioner of administration may accept
contributions of land or money from private individuals, businesses, local governments,
veterans service organizations, and other nonstate sources for the purpose of providing
matching funding when soliciting federal funding for the development of the home.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $............... in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
