A bill for an act
relating to health; adding use of electronic identity verification for vital records;
amending Minnesota Statutes 2022, sections 144.212, by adding a subdivision;
144.225, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 144.212, is amended by adding a subdivision
to read:

validating sufficient information that uniquely identifies a person using a multilayered
remote electronic process or other technology used to prove identity.

Sec. 2.

Minnesota Statutes 2022, section 144.225, is amended by adding a subdivision to
read:

new text begin The state registrar may accept a request for
a certified birth or death record not made in person when the applicant's identity can be
verified by validating sufficient information using a multilayered remote electronic process
or other technology to uniquely identify the applicant and prove identity.
