A bill for an act
relating to transportation; airports; establishing a community environmental
committee; amending Minnesota Statutes 2012, sections 473.614, by adding a
subdivision; 473.621, subdivision 1b.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2012, section 473.614, is amended by adding a
subdivision to read:

new text begin (a) The commission shall
establish a community environmental committee to study and evaluate environmental
issues related to current, planned, and proposed airport operations and capital
improvements, with specific focus on noise and air pollution at the Minneapolis-St. Paul
International Airport, and make recommendations to the commission on actions to prevent
or mitigate adverse conditions.

new text begin (b) The committee shall consist of a minimum of 13 members. The city council of
each statutory or home rule charter city with territory within the most recently developed
and submitted Federal Aviation Regulations, part 150, 60 DNL contour, shall appoint
one or more of its residents to serve on the committee. The commission shall appoint
two members who reside in cities that do not have territory within the most recently
developed and submitted Federal Aviation Regulations, part 150, 60 DNL contour. The
commission shall consider geographic balance in designating its two appointees. All
appointments must be made no later than June 1, 2014, and members serve at the pleasure
of their appointing authority. For each city with more than ..... housing units, an additional
member must be appointed for every 1,000 housing units. Each year the committee
shall elect a person from among its members to serve as chair. For the purposes of this
paragraph, a "housing unit" is separate living quarters that are defined as a housing unit by
the United States Census Bureau.

new text begin (c) The committee must adopt bylaws governing its meetings.

new text begin (d) The commission shall provide meeting space and technical and administrative
support to the committee. All meetings of the committee are subject to chapter 13D.

new text begin (e) Members serve without compensation, but the commission shall reimburse
committee members for reasonable actual expenses incurred to attend meetings and perform
duties related to the work of the committee, as provided for in the committee's bylaws.

new text begin (f) The commission shall review and act on the committee's recommendations at a
regularly scheduled commission meeting at least once a year, and shall include a report of
its actions in its annual report to the legislature under section 473.621, subdivision 1b.

Sec. 2.

Minnesota Statutes 2012, section 473.621, subdivision 1b, is amended to read:


Subd. 1b.

Annual report to legislature.

The corporation shall report to the
legislature by March 30 of each year concerning operations at Minneapolis-St. Paul
International Airport and each reliever airport. Regarding Minneapolis-St. Paul
International Airport, the report must include the number of aircraft operations and
passenger enplanements at the airport in the preceding year, current airport capacity in
terms of operations and passenger enplanements, average length of delay statistics, deleted text begin and
deleted text end technological developments affecting aviation and their effect on operations and capacity
at the airportnew text begin , and actions based on recommendations of the community environmental
committee
new text end . The report must include the aircraft operations, based aircraft, and status of
major development programs at each reliever airport.

Sec. 3. new text begin SUNSET OF MINNEAPOLIS-ST. PAUL INTERNATIONAL AIRPORT
NOISE OVERSIGHT COMMITTEE.

disband on June 30, 2014.
