A bill for an act
relating to capital investment; appropriating money for an interchange project on
East River Road at marked Trunk Highway 610 in the city of Coon Rapids;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $20,000,000 is appropriated from the bond proceeds
fund to the commissioner of transportation for a grant to the city of Coon Rapids, Anoka
County, or both, to complete the final design of and acquire right-of-way for interchange
construction and associated improvements to Anoka County State-Aid Highway 1 (East
River Road), at marked Trunk Highway 610 in the city of Coon Rapids. This appropriation
is in addition to the appropriation in Laws 2020, Fifth Special Session chapter 3, article 1,
section 16, subdivision 3. Any money remaining after completion of final design and
acquisition of right-of-way, upon written notice to the commissioner of management and
budget, may be used to construct the interchange.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $20,000,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
