  1.1                          A bill for an act 
  1.2             relating to provider discrimination; establishing an 
  1.3             ad hoc advisory panel convened by the departments of 
  1.4             health and commerce. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [ADVICE AND RECOMMENDATIONS.] 
  1.7      The commissioners of health and commerce shall convene an 
  1.8   ad hoc advisory panel of selected representatives of health plan 
  1.9   companies, purchasers, and provider groups engaged in the 
  1.10  practice of health care in Minnesota, and interested 
  1.11  legislators.  This advisory panel shall meet and assist the 
  1.12  commissioners in developing measures to address discrimination 
  1.13  against providers and provider groups in managed care in 
  1.14  Minnesota and clarify the requirements of Minnesota Statutes, 
  1.15  section 62Q.23, paragraph (c).  Any such measures shall be 
  1.16  reported to the legislature prior to November 15, 1998. 
  1.17     Sec. 2.  [EFFECTIVE DATE.] 
  1.18     Section 1 is effective the day after final enactment.
