A bill for an act
relating to human services; appropriating money for shelter, services, and other
activities for sexually exploited youth and youth at risk of sexual exploitation.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

AT RISK OF SEXUAL EXPLOITATION.

new text begin Commissioner of human services. new text end

new text begin (a) $2,000,000 in fiscal year 2022
and $2,000,000 in fiscal year 2023 are appropriated from the general fund to the
commissioner of human services for grants under Minnesota Statutes, section 256K.45,
subdivision 1, to fund emergency shelter and transitional and long-term housing beds for
sexually exploited youth and youth at risk of sexual exploitation.

new text begin (b) Grants awarded under this subdivision shall not be used for any activity other than
the authorized activities under Minnesota Statutes, section 256K.45, and the commissioner
shall not create additional eligibility criteria or restrictions on the grant money.

new text begin (c) Grants shall be awarded under this subdivision only after a review of the grant
recipient's application materials, including past performance and utilization of grant funds.
The commissioner shall not reduce an existing grant award amount unless the commissioner
first determines that the grant recipient has failed to meet performance measures or has used
grant money improperly.

new text begin (d) For grants awarded pursuant to a two-year grant contract, the commissioner shall
permit grant recipients to carry over any unexpended amount from the first contract year
to the second contract year.

new text begin (a) $500,000 in fiscal year 2022 and $500,000 in
fiscal year 2023 are appropriated from the general fund to the commissioner of health for
trauma-informed, culturally inclusive services for sexually exploited youth or youth at risk
of sexual exploitation under Minnesota Statutes, section 145.4716.
