1.1 A bill for an act 1.2 relating to health; establishing requirements for 1.3 abstinence education grants; proposing coding for new 1.4 law in Minnesota Statutes, chapter 145. 1.5 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.6 Section 1. [145.926] [ABSTINENCE EDUCATION GRANT PROGRAM.] 1.7 The commissioner of health shall expend federal funds for 1.8 abstinence education programs provided under United States Code, 1.9 title 42, section 710, and state matching funds for abstinence 1.10 education programs only to an abstinence education program that 1.11 has all of the following components: 1.12 (1) the exclusive purpose of teaching the social, 1.13 psychological, and health gains to be realized by abstaining 1.14 from sexual activity; 1.15 (2) teaching abstinence from sexual activity outside of 1.16 marriage as the expected standard for all school-age children; 1.17 (3) teaching that abstinence from sexual activity is the 1.18 only certain way to avoid out-of-wedlock pregnancy, sexually 1.19 transmitted diseases, and other associated health problems; 1.20 (4) teaching that a mutually faithful, monogamous 1.21 relationship in the context of marriage is the expected standard 1.22 of human sexual activity; 1.23 (5) teaching that sexual activity outside of marriage is 1.24 likely to have harmful psychological and physical effects; 1.25 (6) teaching that bearing children out-of-wedlock is likely 2.1 to have harmful consequences for the child, the child's parents, 2.2 and society; 2.3 (7) teaching young people how to reject sexual advances and 2.4 how alcohol and drug use increases vulnerability to sexual 2.5 advances; and 2.6 (8) teaching the importance of attaining self-sufficiency 2.7 before engaging in sexual activity.
