A bill for an act
relating to capital improvements; appropriating money to design and construct
the Gaylord Area Regional Aquatic Center; authorizing the sale and issuance of
state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION.

new text begin $1,250,000 is appropriated from the bond proceeds fund to the commissioner of
employment and economic development for a grant to the city of Gaylord to predesign,
design, construct, furnish, and equip a new regional aquatic center facility in the Gaylord
area regional park. The center will replace an aging, out-of-date facility and will be
designed and built in an environmentally responsible manner, such as incorporating
energy-efficient lighting and water saving controls. Gaylord's centralized location in
Sibley County, along with the amenities of the regional park and its close proximity to
Lake Titlow, would allow the new aquatic center to attract youth, families, and seniors
from communities within the region by providing swimming lessons, exercise classes,
and family time. The new aquatic center, along with creating a regional trail system, will
assist south central Minnesota in attracting visitors and businesses to the Gaylord regional
area by enhancing economic and cultural opportunities.

an equal amount has been committed to the project from nonstate sources.

Sec. 2. new text begin BOND SALE.

new text begin To provide the money appropriated in section 1 from the bond proceeds fund, the
commissioner of management and budget shall sell and issue bonds of the state in an
amount up to $1,250,000 in the manner, upon the terms, and with the effect prescribed by
Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution,
article XI, sections 4 to 7.
